Garth Koller is the Senior Planner responsible for San Dieguito Engineering, Inc. (SDE) planning department. Prior to arriving at SDE in 2021, Garth worked at the City of San Marcos for over 30 years and retired in 2018 as their Principal Planner. His career highlights include management of San Marcos’ General Plan Update, approval of the Award-Winning San Elijo Master Planned Communities and working with several developers to build the current neighborhoods in San Marcos, including the Cal State University San Marcos campus and North City Master Planned Community. Garth’s work at San Marcos help transform the demographics of San Marcos from mostly farmers to professionals increasing the city’s appeal to investors and developer. Garth’s passion to serve people continues at SDE as he manages Client’s expectations and clearly navigates difficult discretionary projects to obtain approval of Conditional Use Permits, Tentative Subdivision Maps and LAFCO Annexations. Garth is SDE’s subject matter expert for land planning and does his job with integrity and creativity while communicating to the Clients and SDE staff the process to move projects forward to completion.
