Housing the Next One Million

As many of us encounter on a daily basis, our county is bursting at the seems. In addition to the three million people residing in San Diego County, we support an additional 36 million people per year. Reference the image below, courtesy of SANDAG.   With such high demand on space, how do we help our residents to afford a home?   Only 51% of San Diego residents own a home. Housing affordability has become the number one topic around our county. If you are interested in being part of the solution, get involved in the "Housing You Matters" Coalition. The Benefits of SUE

According to the American Society of Civil Engineers' (ASCE) Standard Guideline for the Collection and Depiction of Existing Subsurface Utility Data (CI/ASCE 38-02), Subsurface Utility Engineering (SUE) is “a means to better characterize the quality of subsurface utility information and to manage risks associated with construction activities that may affect existing utilities.” SUE addresses risk management by depicting the source and confidence level related to the existence and location of subsurface utilities. A quality level is assigned to each facility noted on the plans. This risk information is transferred to the contractor with the confidence level for the horizontal and vertical location of the existing underground utilities allowing the contractor to have a clear understanding and, if required, allowing additional subsurface investigation before proceeding with or in advance of the underground construction. San Dieguito Engineering (SDE) has extensive experience in the use of SUE as a tool to provide a cost-effective, systematic approach to managing risk associated with the research and depiction of existing underground utilities. SDE started a division primarily for SUE, which ultimately became AirX Utility Surveyors, Inc. SDE and AirX continue to work together to provide all aspects of SUE including utility record research, topographic mapping, surveying, designating, locating, data management, conflict analysis, and 3D modeling for BIM. Utilization of SUE is an integral part of a project as location and identification of existing underground utilities is a critical aspect of the design approach. Unknown or mismarked underground utilities are often responsible for project delays and cost overruns. On the San Diego International Airport Terminal 2 West expansion project, SDE identified significant cost savings by avoiding construction changes and construction delays due to unknown utilities or mismarked underground utilities.

certificateJacobs Program Manager presented SDE a “Certificate of Recognition for Process Improvements and Innovation” for our contribution for SUE mapping for Sempra Energy/SDG&E Pipeline Safety Enhancement Plan (PSEP) at the Annual PSEP Survey Meeting. Due to our utility mapping and engineering expertise, SDE was acknowledged as being a large contributor to the success of utility mapping throughout the San Diego region. SDE was invited to assist in developing the PSEP SUE Guidelines, co-authored by Ivan Fox, Principal Engineer and COO at SDE, which will be implemented throughout the project for the remaining years of PSEP. SDE’s work included record research of existing and future facilities within the proposed gas pipeline,  mapping of all record information, coordination with subsurface utility field investigations and surveying crews to incorporate field data into the base maps for the design engineers. SDE has mapped over 20 miles of utility corridors for the project.  Seven miles of line has been constructed in 2014 with no casualties. Construction of the remaining lines will continue through 2016.

Airport Grand Opening

San Dieguito Engineering Inc.

A view of Terminal 2 improvements.
Before design consultants made modifications to any existing utility lines at Terminal 2, they consulted a subsurface utility map created by San Dieguito Engineering Inc. (SDE) It was their roadmap to the myriad cables, pipes and conduits that went over, under, around and through the massive project.

"As utility lead, we were in charge of coordinating the design of proposed utilities and mapping existing utilities for the entire Green Build site work," said Annie S. Aguilar, P.E., the Encinitas firm's president and principal engineer. "We were responsible for coordination of all the utilities to make sure the designer had their information for existing utilities tying into their proposed structures.

"In addition, we were the engineer of work for the sewer and water relocations. We also provided surveying support, and supplemental surveys to the aerial topography for the designers for utilities, road redesign and potholes."

Aguilar said record plans of existing utilities at the airport were not always complete, which made it a challenging assignment. Because of the proximity of the project to Terminal 2, SDE had to ensure that all utilities were indicated in the true location so construction would be seamless, there would be no errors with major electrical lines, and conduit for air conditioning would not be disrupted.

Annie S. Aguilar, P.E., president and principal engineer.

"We really had to pin down the locations of the existing utilities during the design phase," she said. "During construction, part of the requirements from the San Diego County Regional Airport Authority was that construction would leave Terminal 2 running during underground construction. So it was important for us to provide accurate information about existing utilities."

Her staff of 12 during the project gathered that information primarily through two engineering practices: potholing, in which vacuum excavators use low-pressure air or water to remove soil to help expose existing utilities during underground construction projects; and geophysical analysis, which locates and designates underground utilities and structures. The process is known as subsurface utility engineering (SUE).

Aguilar relied on contractor-provided pothole data in addition to AirX Utility Surveyors mark outs. Ivan Fox is founder and owner of AirX, which originally was a division of SDE but became a separate company in 2006. "It was our experience working on utility location projects with Ivan that helped us secure these airport services from the Kiewit/Sundt joint venture," Aguilar said.

That experience helped SDE line up a recent contract for surveying and map checking on the federally funded LOSSAN (Los Angeles-San Diego-San Luis Obispo) Rail Corridor Agency's double-tracking project. SDE, a certified Women Business Enterprise, also just signed on with a prime contractor for Sempra Energy, Public Works Department for the City of San Diego, and San Diego Gas & Electric.
